I have never heard of floppy head being anything more than an improperly sized implant, but I guess I could be wrong. Second opinion time.

I would find another doctor that will put down High Blood pressure ect as the cause. If insurance will pay for it, if the proper diagnosis code is used, then find someone that will use the proper code.
