Ok I believe I understand now, the study is stating that using the VED produced more length post implant surgery compared to pre-op lenght.

https://pubmed.ncbi.nlm.nih.gov/30745567/ The take home message of this study was that VED use twice a day for 5 minutes improved pre-op stretched length by 3 cm and girth by 2 cm in 74 men implanted with AMS IPP.
