It starts off powdered. I'd GUESS a powdered formula would be at least as strong as a frozen one. The frozen one has been already been reconstituted. No telling how long it existed before being frozen. I'd expect them to be of equal potency if they are the same formula and it was frozen right away.

If you're worried about it, do you first injection alone. Use it as a test run to see how things go. You can either lower the dose as an experiment or, keep it the same but have some Sudafed/antidote on hand.

It takes some time for the medicine to take full effect. Don't rush into it. Don't pay much attention to the almost instant reaction. Plan for it to take 15+ minutes to really kick in.
