Scott,
Please start by reading http://www.franktalk.org/rings It might be two year old info, but it will give you some basics.
Also, take a look at http://www.myhardwear.com- be warned! This is an incredibly graphic/erotic site, but the product is very good.
The horseshoe cock ring is probably the best one on the market that is not medical.
The medical ones are the same as the penis pump rings, so they are really tight, they do work, but must be removed after thirty minutes. In your case, for some reason, I feel you should be wary of these. Use them as a last resort. They can, in some men cause some issues.

Cock rings will preserve an erection, not cause one. BUT they can also help the break the barrier of the psychogenic ED by bringing in an erotic look and feel that might make you forget about your penis for a few minutes!

Go to the sex shop and buy a cheap super stretch model. Play with it. See how it feels. Have fun with it. Don't make it a task.

I have suffered from increasing ED as a result of diabetes. In this regard I have used many varieties of constriction over the past 19 years. I have tried the standard silicone sex shop cock rings which were of little or no value. I have used a beaded cock ring from adamandeve.com with great results until about a year ago when it no longer was able to maintain my erections. The beading alows for a little circulation so it can stay on longer. I have gotten good results and still do from a doubled over 1/2 inch rubber band. Unfortunately it causes chafing around the base if it is used too often.

I have had good results with a metal cock ring, but getting the proper size is not an easy task. Buying hard rubber O rings in different sizes is the least expensive way to test for the best size. However, I usually need to use a penis pump to get the shaft engorged enough before the metal cock ring becomes effective. Otherwise it is too loose to build and maintain an erection. I guess I need to prime the pump to get it to work.

Currently, I am getting great results from an Osbon tension band. I started using the medium high tension band. I take 10 mg of daily Cialis and can usually get a semi started with a little foreplay. I then lube my shaft, slip on the Osbon band, and kegel in some more blood until I have a nice erection capable of penetration. The band maintains an erection for as long as I need it though I may need to periodically kegel in some more blood. However, as Dave indicated, it starts to cause numbness and insensitivity after 15 minutes and needs to be removed after 20 minutes to avoid problems. I recently started using the medium tension Osbon band with similar results; however, the numbness takes 20 minutes to manifest and I can use it for up to 30 minutes without a problem.

If you do not mind the time constraints imposed by the tension band (once removed it can be reapplied twenty minutes later for another round) I would highly recommend it. However, as Dave advised, you should "play" with the silicon rings to get accustomed to constriction and condition your dick before starting with a higher level of constriction.
