Angry & stressed about doctors unwilling to see me

So, I'm 28 and have been struggling with ED for ~5 years now. I live in Canada, and my urologist attempted to refer me to two specialists in Toronto for a penile doppler, but was rejected by both as they apparently don't accept patience for an Erectile Dysfunction diagnosis.
Has anyone else in Canada dealt with this? At this point I just want to get an implant and be able to move on with my life but apparently I can't get that surgery without a referral to one of these specialists.
What the hell do I do next? I've tried pills & injections, both were hit & miss and even when "hitting" did not have my member working at max capacity. I also had a priapism when using injections which is an experience I do not want to have again.
Anyone else who lives in Canada (particularly ON) able to weigh in on this? How did you get your doctor/specialist to move forward with a treatment besides injections/pills?
If I could afford it I'd go get it done out of pocket in the states or something, but unfortunately I don't have the ~35,000-50,000 to pay for it.
I feel lost as hell, at a loss as to what to do next. Any input is appreciated. Thanks.
