When I used a VED pre-implant my length inside the vacuum was considerably longer than my erect length ever was. I opine that the reason was two-fold. 1) That the vacuum expanded my tissues more than my own blood pressure would and 2) some of my tissues were simply pulled forward of where they would be under normal circumstances.
So, your injection-induced size is likely what you will get with an implant. Your vacuum-induced size will be larger than either the injection-induced or the implant-supported size.
One thing the VED does do is maintain your size (and could possibly restore recently lost size). It also may make it easier for the surgeon to insert an implant (which means a bit less stress on your penis and more comfortable healing as well as maximizing the size of the implant that can be fit.
So, I recommend using a VED to substitute for the erections a man usually gets, but does not get regularly. For however long it takes to get an implant.
Also, do not confuse the length of an implant with the length of usable penis. Typically 1/3 of the implant is inside a man's pelvic crus (and this varies considerably among men) and 2/3 in the external penis. If you have a lot of depth of the pubic fat pad, that reduces the usable length of the penis and if you have a large glans, that, of course, is out in front of the implant. So, the length calculation has multiple components and is considerably more variable than just implant length and penis length.
