Almost all surgeons worldwide cause their patients to lose a substantial amount of penile girth and length when they get a penile prosthesis -- 1 to 4 inches. And you have already lost two inches so you are wise to be cautious about how you move forward.
Dr Djinovic can usually restore a patient's original penile girth and length when he was in good sexual health and didn't need a prosthesis.
In cases that are not complicated by scarring, men can have Dr Djinovic increase penis length 1.5 inches or increase penile girth 1.5 inches or both -- Package A. (referred to as Perovic "real penile lengthening" in the medical journals)
You understand correctly that the longer you leave your penis in shortened state and rarely or never in full erection, the more likely a shortened penis will become permanent and irreversible to some extent or to a great extent. Using a vaccuum device until you get the implant surgery is probably a good idea.
Dr Djinovic says:
"I cannot schedule the surgery according to a person's wish. Patients need to send to us:
photos in erection;
a medical report about
a) erection; and
b) the duration of the disease or problem; as well as
c) any other problems."
This information will establish that you are a suitable candidate for the surgery. It will also enable Dr Djinovic to evaluate the size gains that would be reasonably expected.

Fairness and full-disclosure makes it standard procedure to report theoretically possible complications from implant surgery.
But in the real-world results of Dr Djinovic, the complication rate is in the low single-digits (about 4%) and most of those resolve themselves without intervention. Rarely are there any serious complications. And when I say "rarely", that means I am not aware of any cases in the past 15 years.
Of course, you identified and specified the key point: "... safe in your hands".
It would be difficult to find anywhere a more skilled, more experienced, more gifted and better trained surgeon than Dr Djinovic. Diabetic or not diabetic is not an obstacle for him.

If you decide to move forward:
• 1) submit your medical history. I have attached a text file version of the medical history form.
• 2) send digital photos of your penis from left, right, center, above and below in erect and flaccid states.

• 4) if you are required to have a visa to visit Belgrade, Dr Djinovic can issue you an invitation letter for the Serbian Embassy where you apply for the visa. If you do need a visa, apply ONLY when you have your invitation letter from the hospital. A visa application will take immigration at least one month to process. Visa applicants MUST have a letter of invitation from the doctor or hospital to support their visa application or it will certainly be denied.
• 5) propose when you would prefer to have your surgery performed (if you have some idea, can accept the cost, and are likely to move forward –– an appointment is not an obligation).
Patients must arrive in Belgrade at least one day before an appointment for surgery for a pre-operative consultation and physical exam with Dr Djinovic.
Patients are picked up at the airport by the Foundation's driver if we are notified with the full details of the person's arrival flight details and that the person chooses this optional service.
There are no advance payments or down payments. Patients pay their fee in Euros cash directly to Dr Djinovic in Belgrade when they go for surgery:
• after they have had their pre-op consultation;
• after they have had their physical exam;
• after they have made the decision to move forward;
• after they have signed the Informed Consent Form;
• before they have their blood tests, if they didn't bring recent results with them; and
• before surgery.
Patients pay their fee in Euros cash directly to Dr Djinovic in Belgrade. No need for a down payment or advance payment.
