My own opinion, NOT based on any medical information I've read or been told, is yes it can. The only deformity I've had, occurred during a period of abstinence during which I also wasn't pumping.

What deformity did it cause if you don't mind me asking?

A bit of narrowing on the right side. I'd call it hour glass if on both sides. Slight bend to left, but then I've always had a bit of a bend to the left.

Is this narrowing seen whilst flaccid or only when erect?

Hour glassing or change in the curve could be Peyronie’s Disease. I think I was lucky and got treatment mine so it stayed mild. Since I ED as well my doctor suggested an implant. About a year after being diagnosed with Peyronie’s I got implanted. That was in September of 2019.
