Has anyone heard about or tried some thing that stretches over the penis to keep it stiff and just long enough to
allow the head of the penis to be exposed ?

I tried something like that several years ago. It sounded like a great idea, but like most of the junk you find on the Internet it didn't work worth a hoot. I don't know who makes the gadget you're referring to, but I wouldn't get my hopes up.

Those are not what gusord is talking about. The foam sleeves are for use with a vacuum pump (VED).
