How much of the penis is left out by the constriction ring.

I'm not sure what your question is. The ring goes on at the base of your dick when you slide it off the pump cylinder. It pretty much keeps that size. You do lose a little support as that portion that is in your body doesn't stay inflated. As with all things YMMV.

I'm asking like how far down to the pubic bone does the construction ring go down. Will there be some cock left out of the action? Like maybe half an inch?

Depends on technique and thickness/number of ring(s) used. Also depends on whether or not a foam sleeve is used.
You can pump so some of the underlying fat pad is sucked into the cylinder; then the ring will go around that fat pad and the internal portion of the penis.
Using 2 thick rings or using a foam pad to alleviate some discomfort you may "lose" at most 1/4". Keep in mind that once you perfect your technique oftentimes
you can get that 1/4" back by pumping technique.

It is all a moot point anyway. What she DOES notice is the firm erection that stays that way the entire time we have sex!

When I use two Osbon bands, they take up about 1/4 to 3/8 inch from the bone pressed base of my erection. However, I have a fat pad that is about one inch thick. Accordingly, the bands help to push in my fat pad. As a result, the two pretty much offset each other.

What I don’t know is if the bands themselves penetrate or not. If so, I have actually gained length.

I used a smaller than size pump seal for a ring. Worked fine AM never PM when needed.But would have gone inside so nothing lost.

When I used a pump it was a Bonro Vacurect, it pulled the ring right down next to the bone if there was good lubrication. I usually had better length, maybe an inch, since it pulled the ring into the fat pad. I had to keep the hair trimmed or shaved well.
