Non official answer based on my own experiences and assumptions to follow:
In some cases, In many respects, they are the same or nearly the same. However, I think I'll designate the 2 major categories as either "Medical Grade Constriction Rings" or "Novelty (sex shop) Cock Rings". I think, you could call all medical grade constriction rings cock rings if you wanted. However, you can't describe all novelty cock rings as constriction rings.
I think all medical grade rings are made out of medical grade silicone. They are worn at the base of the dick in front of the boys and generally provide strong constriction. With novelty rings the sky is the limit as far as construction materials, with some claiming to be made from medical grade silicone. They are worn in many different ways. Constriction strength varies greatly I generally wear one around my dick behind the boys.
In many cases novelty cock rings do serve as constriction rings to varying degrees, some very effectively. On the other hand many novelty rings are not designed to provide any usable constriction and are intended to serve myriad other purposes. Some are just intended for comic relief. Other are intended to provide enhanced stimulation to the wearer, the partner or both. A few attempt to replicate true medical grade constriction rings, some, IMHO, do it pretty well and I've used some for that purpose with my VED.
However, other novelty rings are designed to provide some advantages of actual constriction but to a lesser degree than medical rings, while providing some erection support or enhancement but not totally stopping blood flow and triggering the general 20 minute wear time limit of medical rings as used with a VED. This last category novelty rings is, I believe, the category we are usually interested here. I'm not knocking other novelty rings for your or your partners bedroom entertainment or stimulation but that's another topic.
So, we're (I'm) talking about novelty cock rings that help supplement or enhance an erection that needs help, in my case used in conjunction with injections. I use silicone rings, claimed to be medical grade, that provide some constriction but not enough, in my case, to work alone ant that don't totally restrict blood flow triggering a time limit for wear. Other users use rings or straps made out of other material that's intended to provide a similar effect.
I guess an important point is that many if not most novelty rings are a waste of money if purchased in a serious attempt to aid a weak erection or enhance other erection aids such as pills or injections. If you go down this road, a road I'm a firm (note pun) believer in, expect to waste some money on novelty rings until you find what works for you. You can save the duds up and use them as tree ornaments or whatever.
I don't think I answered your question clearly. Just remember, with the novelty rings there are no medical claims made. In fact, the manufacturers usually state for "novelty use only" or words to that effect. So when you strap it on your dick you're on your own.
PS: I just noticed that a Site Supporter is marketing a loop (medical grade?) designed for enhancement as an alternative to the novelty rings. I haven't used the product. I do have loops of at least similar design in my dud cock ring drawer but it may be just the ticket for you. ErecaidPumps:
