Meddman1, I think the confusion here is that you can not regain any more length than you had ORIGINALLY. If your maximum length in your life was 7", you'll never get 8" (barring some extreme surgical lengthening). If you've lost some length due to tissue contractions from ED, it *MAY* be possible to regain some if not all of what was lost. If the loss was due to scarring of the tunica albuginea from Peyronie's Disease (PD), that loss may be permanent. Removal of the plaque and grafting can regain some length that was lost to PD, as well as MODELING the PD by breaking the plaque by bending in the opposite direction until the plaque breaks, during surgery.
So it may be possible (not definite) to regain some lost length but never to get more than your anatomy permits (no more than you ever had in the past).

Sorry to hear about your problems.
Your story doesn't make sense to me though. A few comments on why.
First, nobody, and I mean nobody, needs 2 pumps to get fully inflated. Unless your doc gave you a custom made pump 10-20 times larger than the original pump.
If that is your case, then you either have a very generous definition of hard, or you start at something that is very far from flaccid.
The volume of one pump is 2.5 ml. You have an 18 cm LGX, which should have room for 50-60 ml. In theory you should need at least 25 pumps, if you start completely flaccid, to get 100% full.
Even if your dick would get what you call hard a lot sooner than that, it would still need more than 2 pumps. 5 ml of a theoretical maximum of 55 is not full. Period.
Just explain this maths to your doc and hear what he says.
What is the problem? No idea. Maybe a kink preventing you from either inflating or deflating.
Also the fact that your doc stuffed you with 5 cm and 6 cm RTEs is a little red-flag alert. Maybe he had good reasons, but that is not the standard way to do it. Normally he should have used 21 cm +2 and 3 cm RTEs instead of 18 cm and 5 and 6 cm RTEs.
Him saying nobody will have difference between flaccid and erect, well I'd say that is simply BS.
I am living proof of that, and so are several others here.
An LGX can be longer because it is shorter when deflated and hence it allows the penis to retract when the cylinders shrink.
A Titan can also retract/crinkle when deflated and straighten/get longer when inflated.
So if your doc says nobody will have any difference between flaccid and erect, that is a concern.
And if he says no implant can do that, then why did he install an implant in you which has its whole existence based on that?

Yeah, I know he is not a big believer in cycling.
He does however (or did 5 years ago at least) recommend cycling in the beginning. At least until the implant is started to be regularly used. This is to avoid shrinkage. Whether avoid shrinkage and gaining length is the same thing or not is a philosphical question.
But if he says that you will get a shorter length without cycling than with cycling, that is still reason enough to do it, right?
I think he is saying that you can not get longer than you were in your prime natural erection days. And that is probably true in 99% of all cases. At least.
I think he is also smart in setting the right expectations for people.
In your case, I also think you should have a difference in flaccid and erect length. You say your cylinders don't even reach the glans when you stretch your dick. That means your LGX cylinders do have space to expand. If they don't expand, what is wrong? What prevents them from expanding?
I am just saying something is wrong, but nobody on this site will be able to tell you exactly what it is.
You need to talk to a good doctor. Someone who will be honest and tell you as it is.
Which does not sound like your current doc.
