Dr. Eid has 0.5%. That's in according to his official record, which is pretty good. Basically he is on the top of qualification.
As for getting the constriction ring, I also not always can get a very good erection but that is not too big of a problem. The key point to get the ring on while it is even semi-erected. Further arousal would push additional blood in while the constriction ring keeping if from getting away.
You probably tried to use those freakish rings from the sado-maso sex shops. You should try an ordinary ones but very tight that are coming with semi-medical pumps. I am using the tightest rings from UroMatrix VED. Works well but anything less tight doesn't work at all.
Speaking of shortage. You shouldn't worry too much if you go with Dr. Eid as he is known to use different measurment techniques that are prooved to give the max output. But with other doctors you can lose 2" or even more...
About how I put the constriction ring. I use a lot lubricant (KY jelly works just fine); then using my fingers I stretch the ring so that my penis goes through easily even with no erection (do not worry about breaking it, it is way too strong). So I slide the ring to the base of the penis then release... it is kind of snap-on technique. Once it is on any additional blood flow just makes the dick firmer as verry little goes away. I do not use VED to get the ring on though some guys do. I fount it much easier just to use my fingers and stretch it out before putting on.
