VED at altitude - question

The altitude of Austin, TX, where I live is 425 feet. I'm currently in Mexico City where the elevation is 7349 feet.

I'm here for a month and brought my VED with me. It works, but the pressure it creates is now less than it created in Austin. The gauge goes up to "350" where it won't pressurize anymore. (I don't know what's that 350 of) In Austin, 350 is a painful amount of pressure which I hold for about 25 seconds about 15 times, then as long as I can at the end, never exceeding 5-8 minutes.

Here in Mexico City, the pressure just does not feel as great, and the VED doesn't stretch my penis up to the same marks as it did in Austin. I was able to hold it for 15 minutes, and it did expand somewhat in that time.

I thought it may have gotten damaged in my luggage, but it occurred to me it may be altitude. Before I go visit a sex shop in the Zona Rosa, is there someone that understands physics or whatever the hell this is that could tell me if it's the altitude?
