Truth be told, an implanted uninflated penis is more prominent than that same penis was (in the flaccid state) before the implant. But that(implanted) penis will not get an unintended spontaneous erection, which was a danger before E.D. and implantation. (Aside from auto-inflation by valve malfunction)
A young woman dancing with multiple partners might feel a man's implanted penis, but she is likely to also have felt other men's spontaneous erections during the dance, no matter what her age.
So the implanted man should follow the same courtesies that an intact man experiencing a spontaneous erection follows. No matter what the age of his partner.

No matter what cultural standards are regarding age-different relations (sexual or otherwise), most cultures recognize that a man's erection (versus his flaccid penis) requires a degree (more or less) of "courtesy" of some kind.
