I've read of a lot of variation in final erect angle, generally anywhere between 2 pm and 4 pm, so it might not be abnormal. Yet to know where I'll land. I'm wondering whether a longer than average distal length could mean that someone's dick hangs lower when erect. Simply due to weight and gravity? Dunno. Have you tried massaging around the scar tissue and see if it helps? I'm kind of gently massaging along the corporal channel including the bulbar region behind the scrotum. Mainly it helps relieve discomfort, as I'm still early recovery, but it also seems to promote blood flow/engorgement. No one has told me to do it, I just decided to.
