There is a quick way to find out what is going on. Have an ultrasound and your will know what is going on. If you don’t want to ask the surgeon to order it. Ask you primary care provider to order it. The report is important for how you will proceed going forward.

My primary physician refused yesterday... said to go back to the original surgeon or to the ER. I think I am going to switch primary Dr's after this. My appointment was moved up to 12PM CDT with Levine so I will hopefully know more after. I am going to ask for an ultrasound.
58 YO, Married, T1 Diabetes, 5'10". 160. Stage-fright ED for years, did fine with pills, Penis Fracture in 2016 ended ALL erections. Used VED for 4 months prior to surgery. Implanted with 20cm Titan on 12/11/2019.

Equally good idea to find a new primary. No? Your not asking for oxycodone or narcs. You want an ultrasound. Your being proactive. Not all healthcare providers like that.

The only hard part on mine is the tips of the inflatable right in/at my glans (1/2 inch) or less. Absolutely no other tubes in my shaft until I get back to the pubic bone where the tubes from the pump enter the inflatable. You are probably in Dr Levine"s office right now. Praying for you.

Begging your pardon, but it sounds like you did not lay enough groundwork about your concerns with your primary physician. Does he not trust your word? One guess would be that your primary care doctor does not understand your reticence to return to a surgeon who did a poor surgery. It appears he is not thinking in parallel with you and not putting your welfare above other considerations. If he is not willing to examine you himself and talk to Dr. Levine on your behalf, your switching doctors might be wise. (Absent the other dynamics about which I know nothing). Was he on board with the implant in the first place?

He is getting no real help from anyone and it's a total joke. His GP/PCP appears unwilling to do anything other than cover her ass from a legal standpoint by not getting involved after the fact and doing an MRI. She may have referred him to the urologist who did the work and if so that may place her in a culpable position. She's a joke I can already tell.
This gentleman could use someone who will go to bat for him big time.
