The constriction ring would be for engorgement of the spongiosum, which is unaffected by the implant. Spongiosum engorges the shaft OUTSIDE the tunica albuginea (which is the tissue structure which gets rigid) and the glans is also engorged by the spongiosum.

Blood flow to the corpus cavernosum (which fills the tunica) creates the erection.

Blood flow (and capture by venous closure) to the spongiosum creates engorgement. Not strictly needed for penetrative sex, but is very nice to have. So a cock ring (constriction ring) to close off venous outlfow can help with that.
