When being said that LGX expands over time – does it mean the cylinders expand and stay that longer even in flaccid state? Or that means that the cylinders expand more only when pumped, while in the flaccid state return to their original length?

They will expand and pretty much stay that way, but it doesn't mean that you will notice much difference during a flacid state. If your tissues tend to retract a lot after deflation the implant will retract with them for the most part. You will primarily notice the difference (if any) while inflated.
