My urologist told me 15 cm is right at average for Northern European men (my ancestry), so by your measurements you just about average and what we call a "grower", going from 9cm flaccid and growing 4-5 cm. Some men are "showers" and are the same length both flaccid and erect. With an implant, you will become a shower, especially if you ge a Coloplast Titan (which some men feel "shows" a bit too much for comfort, both in clothes, literally and in polite society, figuratively). The AMS devices are a bit more manageable in their flaccid state.
When stretched by pulling on it, of course, your penis will narrow quite a bit. But when stretched from the inside by an implant, your penis should have the same girth (circumference) as you have now, when erect.
Also, 12-13 cm is not too short to be of use for VERY good sex! I know of one guy who bragged, "I can do more tricks on three inches (8cm) of dick than a monkey can on a mile rope." The one thing an implanted penis can do is stay erect for a long enough time enough for your partner to milk every bit of benefit from it and allow searching out just the right position(s) to do that.
I read an ad from a woman searching for a man with whom to have sex and she specified that no one less than 8 inches (20cm) need apply. I wanted to reply, "Would you rather have 8 inches for 3 minutes or 6 inches for 80 minutes?" But I did not have my implant yet and did not think I would like a woman who was that judgmental anyway..
Look on the bright side. Whatever size you get, it will be stiff. And enduring.
Also, most men, with a competent surgeon, do not lose much length or girth (if any) at all. I interviewed a number of surgeons to find one with whom I could have a real conversation and felt he understood me as much as I understood him, which gave me trust in his acceptance of my values, dedication to an optimal outcome and his acceptance of me as part of the medical team.
