Meaning of Titans girth expansion

Coloplast says

Girth: The Titan IPP cylinders can expand to the maximum size of the corpora with maximum girth expansion of 21 mm of each cylinder. This provides 17% more girth.

Is this an expansion of 21mm or to 21mm

An expansion to 21 mm would put the width of an erection at about 1 5/8" plus the thickness of the remaining copora and skin, correct?

Would a man with very large girth both flaccid and erect reasonably expect to keep his girth after implantation?

This is one of the many things that I don't understand all that I know. This document https://www.ncbi.nlm.nih.gov/pmc/articles/PMC5654325/ shows in table 1 that the 18cm long Titan cylinder expands to 2.2cm (22mm). The 22cm long Titan cylinder only expands to 1.8/1.9cm. So it seems the amount varies with the Titan length. That is just .1 cm more than the LGX 18 and 21cm long cylinders. I have no information on the other cylinder length expansion sizes. The chart does not have a 0 psi diameter but it would appear with the 10 psi measurement that the Titan would have a larger flaccid.
