Easy to push bulb without pushing on tabs

So when fully pumped I noticed today that when my fingers slide up the bulb towards the deflate tab, but not on it, and when I squeezed to pump the bulb was soft and easy to squeeze with 2 fingers. But as I moved my fingers down directly on bulb it was hard as a rock.
So question is is this normal?

Let's try to rephrase this. If my implant is fully inflated and bulb hard as a rock if I squeeze the bulb at the very top just below the deflate tabs the bulb will go soft and will remain easy to push no matter how much I push. Once I go down to the bulb in the middle it is hard as a rock. Is this something that's normal or do I have a defective pump?
