Before comfortable pants, you need comfortable underwear that's fit for purpose. If your Titan implant is giving you a bulge that rubs the wrong way in dress slacks, maybe you need to consider underwear for the office that is more constrictive than usual and that immobilizes your penis. Then maybe you'll be OK to wear dress slacks that are more fitted than cargo pants.
Generally I've found I'm comfortable wearing Separatec boxer briefs since it has a pouch to lift and isolate the scrotum, with a separate compartment to hold the penis pointing downward. I've also worn the Jockey Sport Stability Pouch jockstrap that keeps my penis pointing up toward my abdomen when I'm wearing tighter/stiffer material slacks.
When my glans was especially sensitive after implant surgery, I followed another FT contributors recommendation and covered the glans with a newborn baby sock before putting on underwear.
