First, don't let a visa stop you. I think from most EU countries they are very easy to get. Perhaps even upon arrival here. Visa's for medical reasons are also available. Second, I think most of us try to give the best advice that we can based upon our life experiences. But we are not doctors.
I would suggest finding a competent urologist near you for a diagnosis. Do your very best to meet with a doctor that is at least willing to reccomend an implant. If a honest opinion that you should get an implant from him or a colleague isn't an option that he'd be willing to make. Then you face the risk of him just giving you pills & pointing you out the door.
In London is a Dr. Ralph that does implants. I don't pretend to know the details of getting medical care in Europe but I think he does private work as well as for the NHS. Not counting travel costs. There are lots of respected doctors in the USA that have a cash price under $30k usd. Some that practice in lower cost cities have a price around $20k usd.
My opinion only. If you have been successful in business & have the disposable income. There is no practical reason that you can't get an implant. How is your spoken English?

Well, I am not in my twenties, but I got ED when I was 58 from prostrate cancer, had it removed and cancer gone, but ED followed and I was always very sexually active, so I tried different things for about six months, then I decided to get an implant. So my first implant was an AMS Ultrex. It worked good for fifteen years then it stopped working, so I had a revision right away after it failed. That is how much I hate ED and I just could not live without having sex. To me it is the most important thing in life. If I was in your shoes and I was having problems retaining an erection, you have a venous leak somewhere, so I would fly to the U.S. and get a implant. Very important part of life when you are in your prime age for sex. Get it done, and go bionic. Women love it because you make them have orgasms over and over. And you still have an erection after all that. If money is no problem, what are you waiting on.

There are many guys in their 20s that got an implant and that are fully satisfied.
We are lucky we live in an epoch in which we can count on these amazing life-changer device.
So my suggestion is: if PDE5 are not working anymore and you do not want to stick a needle in your penis whenever you have sex, implant is a great choice. And as you are in your 20s you could have great benefits with the super power implants give to people.

26yo from Italy. Psychogenic ed since dec 2019, got worse in Jan 2021. On Cialis 5mg every 24hrs, it works! But masturbation and sex bring me a lot of anxiety. On talk-therapy.
Update: diagnosed with slight Peyronie’s, investigating more on that
