I was a grower before implant, doubling in length from flaccid to erect.
Consider that your penis, when erect (even half-erect), is stretched a lot more than the implant (when not inflated) will stretch it. So, the "constant stretching" part of your question is a firm, "No. The stretch will be there, but not painful. Will be apparant, though because you will then be a shower rather than the grower you were before the implant. But the only discomfort might be embarrassment over the bulge or perhaps friction against your clothes."
When inflated, I felt some pain of stretching. Still do when inflated 100% and for a long time. But not more than the raging hard-ons I had as a teenager. (As i remember those from the distant past.) But it is a satisfying and joyful pain.
