My question is that, I can rarely get hard, even with medication, will pumping a flaccid penis be any good? I have pumped a chub afew times and the results are much much better inside the vacuum but as soon as I release I am back to being soft.
I have read about people pumping using TriMix, I haven't used the injections yet, only in the Doppler ultrasound, where they weren't successful, will probably try that although not sure using injections daily for pumping is wise

yes, pumping a flaccid penis is beneficial. With ED, you have probably not had strong erections for a long period of time. Those erections kept the tissues inside the penis stretched and oxygenated, without them, the penis starts to atrophy and loses girth and length. For most, night erections will keep that from happening, but if you're like me, the night erections have largely stopped too.
I've been pumping now for a few weeks, and plan to keep pumping until I'm implanted in February. I can already see an increase in flaccid length, and have markings inside my pump tube that show I've surpassed 7.5 inches when engorged, and I started just over 7.
I asked my surgeon if I should be pumping prior to implantation, and he wholeheartedly recommended it. Like you, as soon as I release pressure my penis goes back to flaccid, but stays semi engorged for much of the day and is much longer than it used to be at rest. I do 2 sessions per day that consist of 5 minutes pumped up, 3 minute rest, 5 minute pump, 3 minute rest, 5 minute pump. I rarely go over 8inches of vacuum, although I can physically take more vacuum, it seems any more than that I just end up with the useless 'donut' of fluid just under the head. Before I was able to tell him what my program was, he mentioned 1 minute on, 30 seconds off; 10 times. I tried his approach, and I like my program better.
My goal is to get my penis as stretched out and ready as possible for the one time internal measurement that will determine the implant size for many, many years to come. It's like training for the Olympic 100 meter race, you only get one shot.

Here's a copy/paste of what I wrote in my post recently about my opinion on VEDs:
For devices, it’s my opinion most VEDs all do pretty much the same thing. It’s vacuum suction around your dick. Can’t tell much of a difference. If you want to make this easy and cheap, buy this LeLuv from eBay: https://www.ebay.com/itm/382225773164
Those come with three silicone sleeves. They can make using a VED for the first time a little more comfortable. My advice: fuck that. Throw them away. Using vacuum suction on your dick should not feel pleasant, because it’s not supposed to be. But it’s not seriously painful either. And it's medically justified and confirmed to be effective through mountains of clinical studies dating back to the 80s. You’ve gotta get used to it eventually, no reason to make it easy.
I bought LeLuvs but for my main one a battery powered VED saves me some effort. I mentioned the BOS-2000-2 earlier. I do not like that one anymore. Dropped it and it broke, bought again, dropped it, broke again. Instead, it’s a good sign with this one that I had to scotch tape the metal connecting the batteries back together and it still works:

They fact you can't get and stay hard naturally is exactly the point of VEDs. After it gets you hard if you want to stay that way you take it off and put the constriction band/cock ring thing around your dick and it keeps you hard. That's what they're made for, you could do this before sex.
After you get an implant it's recommended not to use the constriction band, because you don't need it and it's bad for the device.

Over in the General Discussion section of this forum pinned to the top is a thread with documents worth reading. There is an article on penis exercise if you scroll down far enough that is very good. Above that article is another on VED use before surgery. That article shows that VED does help and the penis exercise article tells you what to do. You need to understand that you can cause damage with a VED. Too much vacuum or vacuum applied too fast or for too long can cause damage. Men who use a VED for sex are told to limit the time to 20-30 minutes and only maybe 3 times a week if I remember correctly. This is because blood is trapped in the penis and circulation is stopped. And too much vacuum or even low vacuum too fast can damage the fine blood vessels in the penis. So be careful and go slow. Read at least the penis exercise article. A VED with a gauge is nice in that you can make sure to keep vacuum low. I keep it at or below 5 Also look for cushion rings to help seal the base and improve comfort. For lube I just get the water based personal lube in the Female section of my local Kroger store. The Kroger brand is low cost and easy to get. I would think Walmart and drug stores would also have it. Your doctor may be able to write a scrip for a medical grade pump if your insurance covers it. But as the article says even these can cause damage so go slow inflating. Turn it on for a couple of seconds then off and wait for the blood to move so you don't damage the small blood vessels. The medical grade ones may have a limit to the amount of vacuum to prevent too much max. A cheap Amazon or sex shop VED with a gauge will work just as well but remember to pump very slow and wait between pumps.

I've tried the aforementioned VEDs plus a few others. For post surgery I recommend the GlansXpander Pro Maximizer from PSTech at pumptoys.com. It's the one I use now. One notable feature is the thick VelSeal silicone gasket that provides a very comfortable fit at the base with no pinching of the Implant tubes.
PSTech has a range of products and many are made to order so you must include your penis measurements.
Paid $280 USD ( incl shipping and a 16 oz tub of their Glyde lube).

I'm being implanted Dec 13 by Dr. Hakky and he told me to pump at least once per day for 10+ minutes. This is the model I have and I'm throughly pleased with it.

I'm having my implant on Dec 22. I asked my Dr at the consult and he said there was no need to pump. He's done over 7000 surgeries, so I'll assume he knows and I'll trust his advice

You don't need your implanted dick to get back to being as big as it ever was since before ED, but that doesn't mean you don't want it to be.
