The tubes are suppose to be pulled all the way up into the gland. If you notice on some video's provided it will show that they pull the cylinders through a couple of pin holes on the gland and they pull them as far as it is allowed. They are suppose to measure to see what size of cylinders to use.
But I would wait at least three weeks before any kind of inflating starts. Every case is different I suppose, but I just had my revision about fifteen months ago and I know it took longer to heal up on the revision, but it healed up nice and am very happy with the LGX 18cm.
I would ask the surgeon about your concerns, but I would not inflate yet. You could reopen where the incision was made.
