The internal measurements are what he should go by.
What about all the measurements Dr eid does on his patients?
Dr. Eid has done a LOT of implants and by all accounts follows up assiduously. So, he has a pretty good knowledge base in his experience to make good estimates. So, while a prediction from a less-experienced surgeon could be said to be whistling in the wind or "bogus", Dr. Eid, if he makes a prediction is pretty likely to be very accurate.
I note that any reasonably decent surgeon will give you a penis post-op the same size as you had immediately pre-op (if the operation is just a simple implant, not combined with other complicating procedures) quite reliably, the size of the implant is much more difficult to predict. Depth of crus is nearly impossible to measure any time other than during the implant surgery.
It would be helpful if anyone asking about size would specify if they are asking about the size of the device to be implanted or the size of the usable penis. They are related, but the linkage is separated by the depth of crus, depth of the tunica into the glans and the pubic fat pad, at least.
