I have no idea if it is common or not. When I went and to tell Dr.Anglade I was ready to move forward with the implant surgery, I asked him since he would be working down in that vicinity if he would be willing and able to remove the scrotal webbing at the same time. He did not hesitate to say he would do it. It is a minor addition if your surgeon plans to use the peniscrotal incision to do the implant because it is (to my understanding) simply making a longer incision that extends farther up the shaft and them cutting away a bit of skin. For those using the infrapublic incision above the penis, it probably adds a whole different layer to the surgery the surgeon may not care to do. That is me speaking, not the doctor.
When I met with Dr.Anglade for my activation appointment he told me he thought it was unnecessary to remove it, but said he had to admit it looked much better with it gone.
In terms of healing, I believe it may take just a bit longer because the rough stitches on my penis often rubbed against the stitches on my scrotum so that area was quite raw and irritated initially. Now at the four week mark there is very little indication of any of it.
