There is a lot of back and forth on this, but I think we’re talking chickens and eggs here. We’re kind of just debating the “why” of cycling and the mechanism for it helping some men regain length.
Either it’s the penile tissues (primarily tunica) getting stretched, or it’s due to the implant cylinders reaching their full size. I tend to think it’s a combination.
When I cycle my Titan from dead flaccid, I can feel the cylinders changing shape, wrinkles and dents smoothing out, etc. But I also feel (much less now but very pronounced at first) pain primarily in the distal shaft of the penis and in the glans. That’s certainly from stretching tissues.
I think Leto is right that you’re not going to get more than what the implant allows, but in order to get all that the implant allows, the tissues in most cases need to stretch to accommodate the cylinders.
Variation probably comes in with different elasticities of tunica, as well as implant sizing. A conservatively-sized implant is unlikely to gain as much as an aggressively-sized one; there’s just not as much pressure internally to stretch the tunica.
In the end, we just cycle and hope for the best. If the surgeon has done his part and our tissues aren’t hopelessly stiffened, most of us get back close to our original size. But we all have on-demand hard dicks regardless, and that’s a blessing!

Reminded me that the implants are measured in PSI not inHg, meaning the implant pushes outward with 4x the force that we can typically stand even for a moment in a VED (40 inHg vs ~10 for me).
Also, I found it interesting that they instructed the patients to inflate only once a day for the first six months and set no timer on that. I wonder if they had a specific reason for this or they just knew that when there is pain there is non-compliance?
