Frenulum gets really swollen, painful.

Is this a result of having problems with PGE, or unrelated? I get an ugly and very swollen frenulum, a few hours after injection, just below the corona where foreskin is but I’m circumsized. LOL It stings as well. Has anyone else experienced this ugly swelling and pain of that loose skin? It looks like a rubber circular tube.
