If i mastrubate i can get an erection of 18 cm. If i pump with the device till 18 cm i feel a lot of pressure so thinking i'm erect. But when i put the Device off it is directly soft.
I have checked if i have venous leak, but i haven't.

Probably because the pump isn't directly stimulating the frenulum or the glans which is what helps induce erections and eventually orgasm which you stimulate with masturbation.

A quick update.

I use the VED now for almost a year for penis health, no rings involved.
It's get much much easier. I do it twice a day for about 10-30 minutes per session. I have a cheap one which works fine. Do not see why expensive ones should be more valuable.

You sure need a rubber ring around the opening of the VED and lube.
Erect size (without using the VED) still about the same, maybe slightly larger, but for sure not shorter despite of not having morning woods.
Didn't do anything for my 20 degree bent to the left.
In flaccid state is somewhat longer now.

Because the VED pulls veinous, or cold blood into the penis, and not triggering the sphincters to shut and hold blood in there. So when you release the vacuum, the blood drains out almost immediately. Give yourself a hickie on your arm--- same damn thing!
When you are stimulating the penis, you are naturally pumping warm, oxygenated arterial blood into it and the sphincters shut thus giving you a chubby.
