HI Cal, Down the side of your penis is where the valve is that's not working the way it should, now if can put your finger on it and get an erection, this is the place your can put a band wide enough to cover it, then pump up your penis, your find that it should hold your erection.
This is something I have only read, but could be well worth a try.

But please do go find a women, there are more ways of pleasing a women sexually without an erect penis, women do love to orgasm, and just by doing that your find it will keep them very happy, and don't forget that what sex toys are for.

But do be very straight with a women about your problem, if you find one that really likes you, your find they will be very happy with what your can do, we have fingers and a tongue after that it bring on the sex toys, and with a good women with her own tongue she may be able to get you to ejaculate, and you don't need an erection to do that, it can happen.

Go for the implant if you find that a reputable urologist that performs that kind of surgery recommends it.

Some warnings: It ain't the same as a natural erection, close enough though.

You have that awkward delay while pumping it us. Rewarded with you will stay ready as long as you want. Gives a whole new eaning to spending the night together.

It might be a little larger flaccid than you are used to.

Final analysis, for me and I can only speak for myself it has been well worth it though I didn't get my implant at that young an age.
