I think that they treat two different symptoms. Testosterone mainly helps to stimulate the desire for sex. That desire should produce an erection. Cialis helps with the erection if the body can't produce one on it's own.
You're really looking for desire with an erection as the final result.

Cialis helps to increase blood flow through the arteries to the penis, which when aroused (see above), will facilitate a harder erection.

What neither above will do is fix a venous leak which is like pouring water into a glass with a hole in it. The glass will never fill up because it keeps draining out the bottom.
