I recall that Dr Kramer went to Turkey not too long ago and trained some surgeons. Perhaps contacting Dr Kramer for some names of those surgeons would shorten your travel requirments.
Paul gave good advice. An implant is destructive and irreversible. It will leave you permanently impotent if the device fails (until you get it replaced). If a true cure comes along next year or next decade (when you will stll be under 30 years of age) you will be unable to take advantage of it.

Urologists do precribe them and if there are "sex shops" (shops that sell sexual paraphenalia, so-called "sex toys' or "marital aids", those are much cheaper and perform the same function, maybe not as durable or as well, but they can suffice) available to you, they can be a source.

I hear you on your desire not to waste your best years. When sex became impossible for me, I did not hesitate, not did I try less invasive but more problematic treatments. After pills became ineffective, I skipped injections (try ing a VED just a couple of times for sex, but used extensively for therapy to maintain penile health) and went straight the implant. An imperfect solution, but the best available for me in 2017. In 2016, there was no usable erectile function to lose if the implant operation failed.
