Regarding "the rods are as far as they can go", that's what every doctor who ever underzised anyone would say. If you want to get absolutely no doubt about that topic, get a penile MRI. I just got MRI on mine and the images are super clear, it shows where my corpus cavernosa ends and where the cylinder ends, and in your case it should show the gap between the two. If you are in USA probably an MRI is super expensive but where I am now they are super cheap (got one for about $250).
In any case, get a second opinion from another doctor (high volume one).
It is very unlikely that a circumsicion or a cream will make an undersized implant fixed.
